Waste, Fraud and Porn at the EPA

At a House Oversight and Government Reform Committee on Wednesday, Deputy Assistant Inspector General Allan Williams provided shocking testimony about hundreds of thousands of dollars in negligent fraud at the Environmental Protection Agency. Williams also revealed the discovery of an EPA official who sometimes spent most of the day watching and downloading porn at the office on a government computer.

As the Blaze reported:

Williams offered several examples of waste and fraud at the EPA, including one senior EPA official who helped John Beale defraud the EPA of hundreds of thousands of dollars. Beale said for years that he worked for the CIA, and used that excuse to miss work and get $180,000 in travel vouchers approved. Williams said the senior EPA official who approved these expenditures didn’t conduct the due diligence necessary.

Regarding the John Beale incident, the senior EPA official in question was Beth Craig, who approved the fraudulent time and travel vouchers for a decade.

Craig, director of Climate Protection Partnerships at the Office of Air and Radiation (OAR), also enabled agency policy adviser John C. Beale, who impersonated a CIA agent, to steal a total of about $900,000 in government pay, bonuses and expenses. Beale pleaded guilty last September and was sentenced to 32 months in prison.

The most salacious statements of the day came, however, when Williams also testified that his office had exposed an EPA official who habitually watched porn at the taxpayer’s expense.

“One such investigation involves a career EPA employee who allegedly stored pornographic materials on an EPA network server shared by colleagues,” Williams affirmed. “When an OIG special agent arrived at this employee’s work space to conduct an interview, the special agent witnessed the employee actively viewing pornography on his government-issued computer. Subsequently, the employee confessed to spending, on average, between two and six hours per day viewing pornography while at work. The OIG’s investigation determined that the employee downloaded and viewed more than 7,000 pornographic files during duty hours.”

Referring to the EPA as the Extreme Pornography Agency, the Washington Free Beacon released the results of their internal analysis which showed that “the EPA employee could have spent anywhere from 40 to 120 hours a month watching smut.”

Rep. Jason Chaffetz (R-UT) grilled Bob Perciasepe, Deputy Administrator of the United States Environmental Protection Agency, for failing to take action against the porn-watching official.

Chaffetz asked how long the porn viewing had been happening, but Perciasepe responded that he didn’t know. Then, after indicating that it been happening since 2010, Chaffetz snapped at Perciasepe, “How can I know and you don’t?”

When Chaffetz asked why the official hasn’t been fired, Perciasepe said he was still waiting for the OIG’s final report on the employee. And in response to Chaffetz’ further questioning about the agency’s current actions to rectify the situation, Perciasepe conceded that they were actually doing nothing at this time.

“That’s the problem!” Chaffetz exploded.

The Deputy Assistant Inspector General Allan Williams indicated that the case had been referred to the Department of Justice for possible prosecution.
